Stipend Scheme
Welfare department is running a number of stipend schemes for the welfare of SC, ST and OBC students. These schemes have been so designed that it can fulfill the needs of the students. The rates of stipend are as below:

How to Receive Stipend
To avail the benefit of stipend schemes the students of SC, ST and OBC communities need to fill the prescribed form, which is available with the officers of the Welfare Departments, that is, BWO, SWO and DWO. After filling the form and attaching the necessary papers like caste certificate, income certificate, they should submit it to the head of the institution/school. These applications are scrutinized and placed before the stipend committee at the Block, Subdivision and District levels. Orders have been issued from the H.Q. level to conduct meetings every month for sanction of stipend. Therefore, the students should contact the authorities after one month from the date of submission of application and get the stipend money.
If the students face any problem, should directly correspond with the Dy. Development Commissioner and the District Magistrate of their district, the Director, Welfare at Patna.
Residential Schools
Welfare Department is running 30 residential schools for scheduled caste boys and 21 schools for girls, 15 residential schools for scheduled tribes and 12 residential schools for OBC girls. Students are admitted on the basis of merit in these schools and they are provided free boarding, lodging and education. Those who wish to get admission in those schools should either contact the Head Master of the school or the District welfare Officer of the district. Otherwise admissions are advertised in leading news papers during the beginning of academic year.
Uniform to Girls
Specially for SC, ST School going girls this scheme of Uniform to Girls is being implemented. Under this scheme, two sets of dresses are provided every year at a cost of Rs. 250/- per set. Uniform is provided to the SC and ST school going girls who are studying in govt. schools. To avail the facility the students and their guardians are advised to contact the Head Master of the school or the BWO of the block.
Hostel Scheme
Welfare Department is running hostels scheme for SC, ST and OBCs. In these hostels, only residential facility is provided to the students. The students in these hostels run mess by themselves. For these mess, the govt. provides cook-cum-servant to cook food. At present, there are 146 running hostels for SCs, 13 hostels for STs and 5 hostels for OBCs.
Ayurvedic Medical Centres
In Bihar, 10 Ayurvedic Medical Center are being run to provide medical facilities to ST people in the ST dominated areas. In these centers Ayurvedic Medical officers are posted to provide medical advices to the ST people, medicines are also provided in these center free of cost. From the financial year 2001-2002, the new buildings for the centers are being constructed out of the funds provided by the 11th Finance commission.
Medical and Legal Aid
For providing assistance to SC, and ST people for carrying out Medical treatment the scheme of Medical Aid is being run. Under this scheme assistance from Rs. 300/- to Rs. 1,000/- is provided as per the need for medical treatment. Similarly, under the scheme of Legal Aid the SC &ST people are provided assistance to contest the court cases. Under this scheme the advocates are engaged and they are paid. Assistance under SC, ST Atrocities Prevention Act, 1989
SC, ST Atrocities Prevention Act 1989 was enacted to provide protection to the SC, ST people from atrocities committed by other castes of the society. A rule have been made by the state Govt. which is known as SC, ST Atrocities Prevention Rule 1995. The Home Commissioner of the State is the nodal officer for the implementation of the Act. Under this Act, 9 SC/ST Police Stations have been made functional in the state. Welfare Department provides funds for financial assistance to the victims in the cases registered under this Act. For this, District Magistrates of the districts have been duly authorized.
Special Central Assistance to Special Component Plan
Govt. of India provides SCA grants to the State Govt. for the economic upliftment of the SCs. This grant is an additive to this Special Component Plan of the State Govt. As per the new guidelines issued by GOI, this scheme is to be implemented on the lines of Swarnjayanti Gram Swarojgar Yojna and there is provision to give up to Rs. 10,000/- only maximum subsidy. To avail the benefit of the scheme, the SC person should contact the BDO, SDO, DWO, or DDC of the concerned districts and apply for getting the scheme sanctioned.
Bihar State Scheduled Caste Co-operative Development Corporation
This corporation was established at the state capital to provide financial assistance to the SC people. It is a society registered under the Society Registration Act. Different schemes being run by the corporation for the benefit of SC people are as follows:

The Corporation’s head office is located at the 4th Floor, Biscomann Tower, West of Gandhi Maidan, Patna and its project offices are located at the district headquarter. To avail the facilities, the SC person can contact the Project Executive Officer of their district or corresponded with the Corporation’s head office.
Bihar State Backward Classes Finance & Development Corporation
This Corporation was established to provide financial assistance to Other Backward Classes and registered under the companies Act. 1956 in 1993. This Corporation has an authorized share Capital of Rs. 25 crores. Till 1999-2000, a sum of Rs. 13.36 crores has been provided by the State Govt. towards its share capital. The corporation implements the schemes after getting term loan from National Backward Classes Finance & Development Corporation. The Margin Money is provided out of the share Capital.
The head office of this corporation is located at 4th floor, Sone Bhawan, Birchand Patel Marg, Patna. To avail the benefits of the schemes, one should contact the DWO of the district or the head office of the Corporation.
